It is a fact of life that one of the most persistent modern legends concerns the New York blackout of November 9th, 1965. A power failure put out the lights all over the city; and 9 months later, so the story goes, up leaped the city birthrate. In fact, nothing of the sort ever happened. Any rise in the birthrate would have shown up between July 27th and August 14th, 1966. But demographers have found that the number of births in New York City for that period was slightly below the average -- 13.9 percent of all births for the year, against a 5 year average of 14 percent for the same period in 1960-1965.
